Bush Angst; an attempt at analysis

I'm struggling to decide who to vote for in the upcoming Presidential election because I believe that the opposing candidates are so focused on name-calling that the facts have been stymied. They call Bush a liar, a scandal, a secretive and unworthy leader. That's all well and good to believe that, but please tell me why you do. And furthermore, tell me in straight facts, leaving aside the spin and rhetoric.

In order to do that, I've created a questionnaire after the beliefs of Aristotle, "Law is reason free from passion." There's enough passion in politics; show me the reason. If you have passion in your beliefs and politics, please fill it out, educate me in your line of reasoning, and help me decide who to vote for in 2004. We're discussing putting someone in office as our Commander in Chief, as the leader of our laws - we need darn good reasons before we put someone there.

Lies
In all cases, give only facts; straight, bipartisan, direct, with no spin. Be sure to include a bibliography of all your resources and references. Finally, please use civil language.

1 - What was the lie?
2 - By whom was this lie told? What documentation is available to prove it was told by this person first and/or most prominently? Give a name and a quote, not an opinion of what was said.
3 - What other persons of stature or respect reiterated this lie, if any? Again, provide direct documentation of the statement.
4 - When was it told/enacted?
5 - What was the common consensus of knowledge and opinion on the topic at the time the lie was told? (Do not reference recent discoveries in this answer. Answer this as if you were rebutting the lie on the day it was told.)
6 - What other information was included - fact or fiction - to back up this lie? In other words, on what foundation was the lie told?
7 - What are the factually based results and implications of this lie? What effect did it have, and on whom?

Scandalous Policies
In all cases, give only facts; straight, bipartisan, direct, with no spin. This is not meant to be applied to policies wherein you simply disagree with the politics. That is an issue-based matter, not relating to a scandal or dishonest administration. Be sure to include a bibliography of all your resources and references.

1 - What was the policy? Give a brief description, as provided by its enactor.
2 - Who enacted this policy? Or, who was the head of the organization responsible for the development of this policy? Provide documentation. Again, give only a name and whatever supporting factual bipartisan biographical information on the individual.
3 - What other persons of stature or respect supported this policy? Give names and appropriate biographical information.
4 - What steps were taken to research this policy and its potential effects?
5 - Who was responsible for these studies?
6 - What was the common consensus of knowledge and opinion on which this policy was based? (Do not reference recent discoveries in this answer. Answer this as if you were rebutting the policy on the day it was enacted.)
7 - What kind of opposition did this policy face and by whom? Give names of people and organizations.
8 - What were the opposition's reasons for rebutting the policy? Provide statements from above referenced opposition.
9 - When was this policy initiated? When was it put into practice?
10 - What kind of support was this policy given from the appropriate governing body, be it Congress, the House, the Senate, or applicable state or local governments? Break down by vote, if necessary. Give straight numbers.
11 - What are the factually based results and implications of this policy?
       11a: What were the negative effects?
       11b: What were the positive effects? (If your answer is "none", back that up with facts. Be sure to include even the positive effects for those of other political parties, beliefs, or social standings.)
12 - Were any of the poor results anticipated at the time by either the enactor or the opposition?
13 - What, if any, steps have been taken by the enactor of the policy to address these poor results?
